CBSMF tournament rules questions
 

Scanning over the CBSMF rules, and I have a couple of questions.

First, about punt rules. Section 3.1.7.1 says "A fair catch occurs when a defensive player passes the stationary return man before the allotted time of the coverage expires.". But Section 8.3.6 "During a punt, the receiving team
may elect to...return the ball regardless if an offensive player has passed the spot of the player." So if the a coverage team player passes the return man, is it an automatic fair catch or not?

Second, 6.1.9 says "On kick-offs, the kicking team can only use white
jersey and on kick return, only dark jersey." Is this going to be strictly enforced? In LA, we've been allowed to mix and match from both squads to build kickoff coverage teams. My defense isn't real fast...
