Here is how I would do this...

I assume that the crimson numbers outlined in white will be placed on a colored jersey. For the sake of this demonstration, I'm going to put these numbers on a black jersey.

1) Using my software program I create the numbers with the outlines.
2) Again using the software, I place the numbers on a black (jersey color) background. (I don't make the whole page this background color, just about a half inch all around)
3) Print out your decals.
4) Paint your figures' jerseys black (or whatever color your using)
5) Cut out your decals and apply
6) Go back and fix any problems with the black paint
7) Seal and your finished
