A figure doesnt usually make contact before a base does. That is why there isnt a problem with the figures.
Also most leagues dont weigh a base separate from a figure. And if you have him glued to the base then you cant weigh it separate. Or even if not glued I for one do not like taking a figure off his base to weigh it. I dont want to handle other peoples teams in that matter.
So as I stated to keep controversy down and keeping peoples mind at ease its just not allowed.
