Primer
You can't beat good old Testors Primer, it's made for plastic and is a no brainer, I have even used Testors flat white spray as a primer in a pinch. One or two very light coats is all you need for good paint performance, of course if you use the primer to add weight then go for, it still needs to be done in multiple thin coats either way.
I am no expert but I have painted MF figures (just recently), as well as other models and figures for 25 years as a hobby, although everyone has their favorite, the tried and true Testors products are great and very affordable.
