Lo, After measuring the dimensions of my toolbox I used a kitchen knife, a nice French Knife, about 14in, because its sharp and non-serrated (otherwise it'd rip the foam). The blade at its highest is about 3 inches, the length and height are important so you get a clean, straight cut.
Wolf, those carriers took about an hour or so. First I draw out each rectangle with a sharpie and ruler, making sure they're as even as I can get, leaving enough room in between in case of 'base bulge'. Then with a fresh exacto blade I cut into the foam around my lines about 1.5 in deep, then use my fingers work the foam free.

NewCastle, that's a great idea. A cat I play with uses the Pro-Line trays for his sidelines. He glued magnets onto the trays so they connect together, or onto the side of the board.
