Anthony,
In our solitaire league, me make the ball carrier actually hold the ball while running. Additionally, we use a heavy felt ball (I like those miggle ice cream sandwich balls for that) and force the offense to place it on top of the open arm of the runner. It has to be outside the body, it cannot be tucked. We still don't have many fumbles, but once in a while we do and it is fun when it happens.

I have seen leagues where if the defender tackles the runner in the back of the base it is a fumble, or when two defenders tackle a runner simultaneously. Whatever works for you, as long as it is fun.
