For NFL-level football, it's inevitably Green Bay which says "football town" to me. You've got the legacy of "the frozen tundra" and numerous NFL championships and three Super Bowl wins, the legacy of Lambeau and Lombardi, Starr and Favre. That wonderful old field and the Cheeseheads.
For college football, any place which has a good, old-fashioned, open bowl of a stadium which can easily seat 90,000 and you see filled to standing room whenever a game is played there. On natural grass. That's football the way it was intended.
