I like the idea that you have. However the most important thing to keep in mind that there must be balanced.

No one should have an advantage over the other because of the type of pass is done.

If a pass is done, all players need to have a right to, catch the ball. If that right is taken away you give an advantage to the offense, and hender the defense.
