Yes, a base can be over tweaked. Basically, when you tweak a base, you break the base down by reducing its structure in an effort to make it respond. The prongs or bristles on the base are stiff and thick. When that stiffness and thickness is reduced too much, the base is made weak to such a point it loses it structure. When that happens, the base will collapse under the weight of a figure. Sometimes the base will jerk around on the board when it is tested or it may not move at all. In most cases, the base is rendered useless.
