Default here are some possible answers to the questions

2) what if the base runs 70 yards then turns, should you tweek some more or stop right there?
it depends on the position you are twaeking THAT base for. Not every player needs to go to the house. If you are in the lab (tweak area) you should/will find yourself with bases that go a varity of distances before they turn. Every one of them can do something on the field. Like Mike Roberson said " I'm sure it fits in someone's coaching schemes"

3) at what point is over tweeking determined ?
when the base goes from being a player to nothing at all!

4)what must you see to be satisfied with a base ?I tweak for positions most of the time. So if I am working the TE spot for example, if I come across a base that does not fit that position - I will set it aside to try soemwhere else. the same would be for any other position. The goal is to find players that fit your schemes. You must decide what is best for your team, so don't be fooled into thinking that you need all strong bases or all straight bases, etc. I like to have more than 5 O-linemen or D-linemen on the team just in case someone is weak on the line, you have a backup that can get the job done.

5)if a base seems pretty fast, would you try to make it faster or quit while your ahead ? refer to #4 .... you can try if you want but that's when it becomes a issue like the #3 question.

6) how do you measure the strength of a base when your not playing against another coach who has a strong team ? Since I have good talent on my team, it is a little easier for me to keep getting relatively strong bases time and time again. They are not always the strongest players on the field, but within my system, they do the job asked of them. But to really answer the question with something other readers can use - Try this the next time you are tweaking - test the new tweaked base against your "known strong player" for starters. If your new guy cannot beat him, keep trying. If the new tweak can beat the old base then it's on to training step number 2 - go against the double team stack ... if you new tweaked base holds his own, set it to the side (mark it) and go to the next base. Once you have the few players that meet your requirments come back and test the unit....

7) CAN A BLOCKING SLED BE MADE TO PERFECTION FOR YOUR STRONG BASES TO BE TESTED AGAINST. if a sled can be made, how much should it weigh so you can see if your players are strong enouh to push it /
not sure about this one

8) can a blocking sled be made for an entire line, how much should that weigh
not sure about this either

9) how fast should a receiver be ? as fast as you want him to be, however mine don't have to be that fast - just get open is what I require. I feel that is more important than speed.

10) how fast should a linebacker be ? as fast as your DB would be good. OLB aka Loopers need to be faster than a RB but must also tough to shed TE blocks; fast enough that he can get to the QB with quick pessure.

11) should you db's be super fast to track down wr's

in a word YES!!! they must also be some of the straightest players you have.

let me know
