I don’t know that much about the game but I’ll try to answer your questions
1) Does a base have to run end zone to end zone ?
Not all bases need to run end zone to end zone. Kick/punt returners, gunners and DB’s, yes. All others it depends on what you are looking for the player to do. Are you really concerned with a lineman to have that ability? I think you have to look at each position to really determine the need.
2) what if the base runs 70 yards then turns, should you tweek some more or stop right there? If that player can run the same pattern over and over, I would leave it alone.
3) at what point is over tweeking determined ? You will know it, when it happens to you.
4)what must you see to be satisfied with a base ? When it consistently performs what I’m looking for it to do.
5)if a base seems pretty fast, would you try to make it faster or quit while your ahead ? See my answer to number 3
6) how do you measure the strength of a base when your not playing against another coach who has a strong team ? I would suggest that you buy a few bases from some of the cats on this site that build a strong base and use them to judge what you have.
7) CAN A BLOCKING SLED BE MADE TO PERFECTION FOR YOUR STRONG BASES TO BE TESTED AGAINST. if a sled can be made, how much should it weigh so you can see if your players are strong enouh to push it / I don’t see a need for a blocking sled. I think it is more important to see how your line works against an opponent.
8) can a blocking sled be made for an entire line, how much should that weigh See my answer to number 7
9) how fast should a receiver be ? A receiver should be judged on it’s ability to get open first. Speed second.
10) how fast should a linebacker be ? It depends on the defense you run. To me they are the difference makers. I usually have a mix of speed and power and multiple LB’s.
11) should you db's be super fast to track down wr's Yes!
