A lot has to do with how you play.
Many don't call penalties, nor enforce them. House rules supersedes football rules.
What you have is a Multiple Foul on the Offense. 1 for Too many men on the field, 2 Offsides if the players are on the defenses side of the field.
Or just one penalty for too many men on the field. The play is dead at the snap .
