In MY playbook, Chris, what it looks like you referred to was what I call a "FlexBone": two WBs just outside the OTs. That is legal in ALL Leagues that I am aware of. What usually happens (IN REAL LIFE) is one of those WBs goes into motion behind the FB and the QB hands-off the rock like a Lead Power Run.
The 2nd pic is a true Wing-T with 3 Running Backs in the backfield. This formation is prohibited in most Leagues that I know of.
The difference between legal and not legal is: IF they are to be considered WRs, then they must be outside of the OTs and no further than a base-length off the LOS. Between the OTs and in the backfield is usually deemed an illegal formation.
