Sportsmanship
I like the board FAST and SMOOTH. As long as the board is running smooth then I think that is "within reason. I'll turn down the board if my opponent just can't deal with the high speed. It comes down to one simple thing for me...sportsmanship. If a league has large discrepencies between boards then that is an area the league should discuss because its neither fun or fair for anyone when their is a large discrepency in boards.
This is actually a very interesting post...maybe we could post some video or links to video of board speeds that we each like to help paint the picture of what we see as a great running board.
