Brian,
I would give a time limit for your QB to throw (somewhere between 5 and 10 seconds). If the time runs out, you can then let him run the ball by pivoting the qb and the defenders that are not engaged (or you can let him run by not pivoting anyone including the QB). I wouldn't let the QB have another stop to throw before he hits the line of scrimmage. I think that is too many opportunities to throw and puts the defense at a big disadvantage.
