Default Stationary QB question

I can't find anything in the Dixie rules that really addresses how they can be/are used.

Can they be used during a run play? For example. Can I start with a stationary QB, snap the ball, and then replace the stationary QB with a running QB?

Can a running QB even replace a stationary QB or are stationary QBs only allowed to be switched on passing plays at the time of the pass with TTQB?

Can someone clarify this in regards to Dixie rules please.

To my knowledge, you can not replace any player with another player at any time with the exception of using the TTQB to pass. If a stationary QB starts the play, he can not be changed out to a running QB or vice versa.

I would agree w/the above statement for Dixie and all leagues, that I have played except Miggle, which, there was reference in the rules to replacing the stationary QB w/a running QB and scrambling and...well, long story...lets not talk about that...
