I played 7 games in the LAEFL, and I was NOT convinced that boilers were any stronger or faster than highly tweaked bases of the same weight. In fact, in trying to tweak bases to be as strong as boilers I (A) improved my own personal skills and (B) began to use less boilers so that my team would be able to compete elsewhere.
I think as long as the weight limit is the same for both teams, it would then come down to coaching, and boiling becomes a non-issue. I liked our rule out on the Left Coast: "3.3 is 3.3!"
Chuck, I wouldn't write a check that Norbert, Ken and Big Jim can't cash! Personally seeing ALL 4 aforementioned coaches play, my money's on RJ's 4.0 squad. In fact, I got $5 on it.

Let RJ's 4.0 team play either Norb, Ken or Jim's 3.2 squad. No boilers. We can get that game scheduled right now if yous want! I'll put it on my undercard at The SWB or we can do it at Miggle.

As sole instigator to the offended, Mr. Robert "RJ" Jackson, it is in the best interest of this hobby to schedule and play this game in the very near future, in order to settle the debate: "Which is better: 3.2 or 4.0? And Why?" The winner will have bragging rights for up to 364 days within such timeframe he, the winner, must defend his title.
