Man you it the nail right on it's head.
It is up to the coaches who are playing that determine the number of stoppages.
Stoppage # 1 Snap of the ball
If the coaches ( Offense or Defense ) is pleased with how this starts the he will say "Set!" ( Time of the stoppage 0 time )
If not then each coach gets 20 seconds
Stoppages #2,3,and 4 the same as above.
There are times when the board stops no adjustments are made ( 0 time )
There are times when a play will reach 2 stoppages, or 3, or 4 all depending on the action on the field and the choices that the coach makes at the time of the stoppage.
The stoppage also acts as a teaching point. It engages the mind as you determine what action, pursuit angle you need to take, as well as gage what youre opponent is trying to do and counter it.
Youre thought process is that of chess, thinking 2 to 3 moves ahead of you're opponent. You become a part of the game, apart of the play and not limited to being a spectator only, hoping and wishing.
