This reminds me
of something called the Lonesome Pollcat - a predecessor to the Run and Shoot to a degree. Some teams still use a variation of this in their kicking game at times.

My Nickel's Worth
I saw that early this morning and just ran it with my ARMY team.
As you read, the jist is "as long as the QB is 7 yards or more from the LOS, as in a scrimmage kick formation, there is no numbering requirement," which means every single player can wear an eligible number (1-49) and (80-89) making the Defense accountable for all 11 on every player. Could be interesting. Here are my 2 issues:
