Tweaking is used to manipulate the base to do various things. For example bases can be tweaked for strength to use with OL and DL, speed for WR's, RB's, and DB's, and loopers for blitzing OLB's or RB's on sweeps. I can't say that tweaking is the key to success but it plays an important when coaching your team. I will send you a PM that might help wih your tweaking questions.

Tweaking is "training". You train the bases to do what you want them to do, consistantly. I say consistantly because you want them to do the same thing every time, if not you set them up for a certain play and if they don't act the way you trained them, the result could be very bad. As you tweak, try the base on different figures. What may be bad on one is perfect on another.

From what I understand in some of the general rules, one cannot tweak a player during a game?

that would be correct....with exception of "finger tweaking" which always allowed
