There was a thread on this subject at the Miggle board last year... or was it MFCA? In any case, one poster told how he used Kilz n.2 gloss white latex to simply paint over the figures in his teams to prep them for their new colour schemes.

I did a guys bears team.It was orange jersey team.He had alot of customs on his squad.He wanted white jersey and blue pants.That was first time I painted over a painted,decaled team.I just had to find the right white that would work.That team came out awesome.If most of them will be steelers you should be ok.

Let them sit in brake fluid over night. That will get most if not all of the paint off without hurting the figures. Then you can start from scratch. That is my suggestion.
