Miggle convention rules

Dave Haydel will not be working the convention this year, he has service duty in Haiti. I'm sure we'll all wish him well and give him our support.

I have already worked with the rules. YES, I will be changing things! Nothing crazy, just changes to work with the Rose Bowl field. I'll post them in a few weeks. Suggestions are always welcomed, but all will not be accepted.
